California’s Proposal to Lure Shoots From Anti-Abortion States Advances

A proposed California tax credit to attract productions that leave a state that’s implementing fetal heartbeat anti-abortion legislation has cleared a key hurdle in the State Senate. The bill, which would cover five years with a $ 50 million annual allocation, was approved by Senate Governance and Finance Committee and is now headed to the Fiscal Senate […]

13 States Have Official State Dogs, Is Yours One of Them?

There are official state birds, trees and flowers. Some states love sweets so much they even have an official state dessert. But perhaps the cutest state designation belongs to the dozen dog breeds that are official state dogs.

Thirteen pooch-loving states in America have named an official state dog in the 240-plus years the United States has existed, and now another breed might be appointed to these esteemed ranks.

According to CNN, Ohio is considering making the Labrador retriever its official state dog. If the state’s proposed House Bill 539 passes, the Labrador will be number 14 to join the state dog pack.

See if your state already has an official man’s best friend by checking out the complete list of official state dogs below.

Alaska: Alaskan Malamute

According to the Washington Post, the Alaskan Malamute became the 11th official state dog in 2010 after a group of Alaskan kindergartners decided they wanted a state dog and their school worked with them to successfully present the idea to the state legislature.

Georgia: Adoptable Dog

The most recent state to “adopt” an official state dog is Georgia. In 2016, the state legislature passed a bill to name adoptable dogs, not a specific breed, their official state canine, reports AJC.com. The choice was made in hopes of raising awareness about shelter pets in need and the animal rescues who care for them.

Louisiana: Catahoula Leopard Dog

This stunning, spotted breed, also known as the Catahoula Cur, was made Louisiana’s official state dog in 1979. According to 225 Magazine, while not proven for sure, popular belief is that this dog breed originated in Louisiana’s Catahoula Lake area.

Maryland: Chesapeake Bay Retriever

The Chesapeake Bay retriever is the first official state dog. The Maryland state government made the call in 1964, choosing the dog breed that is named after the state’s well-known bay region.

Massachusetts: Boston Terrier

Going by the name, it’s not surprising the Boston terrier was chosen as the Massachusetts state dog. Boston.com reports that the pup has been the school mascot of Boston University since 1922 and was made state official in 1979.

New Hampshire: Chinook

According to NH.gov, the Chinook, which became New Hampshire’s state dog in 2009, got its title thanks to a group of seventh graders.

New York: Working Dogs

According to the New York State Senate, working dogs are the official dogs of New York. This decision was made in 2015 and includes guide dogs, police work dogs, war dogs, hearing dogs, service dogs, working search dogs, therapy dogs, detection dogs and dogs trained to protect or herd other animals.

North Carolina: Plott Hound

The North Carolina General Assembly named the Plott Hound, a dog breed that originated in the Tar Heel State, North Carolina’s official state dog in 1989, according to the North Carolina History Project.

Pennsylvania: Great Dane

Following closely behind Maryland, Pennsylvania named the Great Dane its official state dog in 1965, reports Barkpost.

South Carolina: Boykin Spaniel

According to Dogster, the Boykin Spaniel is also known as the “swamp poodle” and was named South Carolina’s official state dog in 1985.

Texas: Blue Lacy

While this breed was developed in the 1800s, according to Rover, the Blue Lacy did not become Texas’ official state dog until 2005.

Virginia: American Foxhound

The American foxhound was brought to Virginia from England in 1650, according to Lansdowne Animal Hospital, and became the state’s official dog in 1966.

Wisconsin: American Water Spaniel

The American Kennel Club recognized this breed in 1940 and Wisconsin followed suit, naming the pooch its official state canine in 1985.

Collective Bargaining in the Public Sector: The Experience of Eight States

Unlike Europe, where most public sector workers have long been included in collective bargaining agreements, the United States excluded public employees from such legislation until the 1960s and 70s. Since then, union membership in the U.S. has grown more rapidly among public workers than among workers in the private sector. This book provides up-to-date information on public sector collective bargaining in the United States today. The editors’ seek to understand the real nature of PSB by examining eight states where the action is taking place – California, Hawaii, Illinois, Michigan, New Jersey, New York, Pennsylvania, and Wisconsin. The chapters offer unique case studies of legal origins, developments, and challenges to collective bargaining; negotiations experience and outcomes; discussion of legislation; and emphasis of histoical development as well as current practice.

BLACKOUT: Dish Subscribers In 36 States Lose Access To Nearly 130 Stations

(Reuters) – Dish Network Corp said subscribers have lost access to more than 100 local stations due to a distribution dispute with Sinclair Broadcast Group Inc, affecting viewers of a string of ABC, CBS, Fox, and NBC channels.

Dish said 129 stations in 36 states and the District of Columbia were pulled from its service on Tuesday, in the latest of a string of distribution disputes between media conglomerates and pay TV companies such as Dish.

Dish and Sinclair had agreed on fees to carry its TV stations but the broadcaster was holding out to try to negotiate a carriage agreement for a cable channel it does not yet own, Dish, the second-largest U.S. satellite TV company, said in a statement.

“Sinclair rejected our extension offer and has chosen to use innocent consumers as pawns to gain leverage for the economic benefit of Sinclair, while causing substantial harm and disruption to the lives of consumers,” said Warren Schlichting, Dish’s senior vice president of programming.

Sinclair could not immediately be reached for comment outside regular U.S. business hours.

Dish had filed a complaint with the Federal Communications Commission on Aug. 15 regarding Sinclair’s intention to black out channels.

Dish asked for a stay action the next day after the two companies agreed to a short-term contract extension to renegotiate a new retransmission agreement.

Like other pay-TV operators, Dish has been losing subscribers as viewers shift to online video offerings by rivals such as Netflix Inc.

In another distribution dispute in December, CBS Corp and Dish reached a multiyear deal hours after CBS pulled CBS, CBS Sports and Showtime from top Dish markets, blacking out NFL football games and TV shows such as “The Big Bang Theory.”

The Islamic State’s Murder of a Modern Day Monuments Man

2015-08-21-1440185698-1618310-1122_8.JPG

Khaled al-Asaad, 83-year-old retired Syrian archaeologist known admiringly as “Mr. Palmyra” for his extraordinary knowledge of that revered 2,000 year-old Roman era city, has been killed.

Jihadists of the Islamic State publicly beheaded al-Asaad, and then hung his body by his wrists from a traffic light positioning his head on the ground below. Attached to his waist was a sign listing his alleged crimes: attending “infidel conferences,” and acting as “the director of idolatry” for his lifelong passion in documenting and sharing with the public the artistic and cultural history of Palmyra, his birthplace. Syria’s Director of Antiquities provided a more rational explanation: despite repeated questioning, al-Asaad refused to divulge the location of statues and other works of art that had been removed from the city for safekeeping prior to the arrival of Islamic State militants.

The death of Khaled al-Asaad is not the first in the service to the arts during times of war. In March 1945, British Monuments Man Major Ronald Balfour, was killed by shrapnel relocating treasures from Christ the King Church in Cleve, Germany. The following month, machine-gun fire claimed the life of American Monuments Man Captain Walter Huchthausen while checking on a report of stolen art. Although scholar-soldiers, Balfour and Huchthausen wore military uniforms; al-Asaad was a civilian more than twice their age, armed with little more than his extensive knowledge of Palmyra’s once great civilization.

Khaled al-Asaad’s determination to protect Palmyra and its treasures parallels the service of the great French heroine, Rose Valland. From 1940-1944, this unassuming woman worked as a custodian of small Paris museum that the Nazis had commandeered for their looting operation, all the while spying on their activities. Twice accused and threatened with summary execution, Valland persisted, and fortuitously so. Her secret notes recording the arrival of stolen art and its subsequent shipment to Germany proved instrumental to the Monuments Men’s discovery of more than twenty thousand works of art. Valland would later join the Monuments Men and continue the search for missing works of art until her death in 1980.

The horrific death of Khaled al-Asaad, like those of Balfour and Huchthausen, underscores the high cost of protecting works of art and other cultural treasures during war. Balfour and Huchthausen knew this before volunteering; still, they wanted to serve. According to his son, Walid al-Asaad, al-Asaad knew it too, choosing to remain in his hometown despite ample opportunity to flee prior to ISIL’s encirclement of Palmyra.

Is art worth a life? It is a question that goes to the very soul of the work of the Monuments Men during World War II, and that of hundreds of volunteers, then and now, who have risked their lives to save our shared cultural heritage. Supreme Allied Commander General Dwight D. Eisenhower believed that the answer must be “no,” stating clearly that a human life counts “infinitely” more. Monuments Man Captain Deane Keller, a 42 year-old professor of art at Yale University and an artist himself, agreed. Keller, whose three-year long military service in Italy included a year and a half in or near combat, once wrote, “no work of art is worth the life of a single American boy.”

But Keller made a critical distinction between risking one’s life to save a work of art versus risking one’s life fighting for a cause. Like his fellow Monuments Men, Keller considered it a privilege to represent his country to preserve the freedom of creative expression by artists just as he did preserving the greatest examples of what artists before him had created. General Eisenhower spoke of this during a 1946 speech stating, “That, for democracy at least, there always stands beyond the materialism and destructiveness of war the ideals for which it is fought.”

In making his case for cultural preservation to President Roosevelt in 1943, Monuments Man Lt. Commander George Stout said it clearly and dispassionately:

To safeguard these things will show respect for the beliefs and customs of all men and will bear witness that these things belong not only to a particular people but also to the heritage of mankind. To safeguard these things is part of the responsibility that lies on the governments of the United Nations.

Roosevelt agreed. Balfour, Huchthausen and now Khalid al-Asaad, honored those lofty ideals; the United Nations has not.

In a speech his death precluded delivering, Monuments Man Ronald Balfour made an eloquent and enduring case for the preservation of cultural treasures. Its timeless warning would have resonated with Khalid al-Asaad, who knew that few places in our world offer a richer window to the past than Palmyra.

“No age lives entirely alone; every civilization is formed not merely by its own achievements but by what it has inherited from the past. If these things are destroyed, we have lost a part of our past, and we shall be the poorer for it.”

We ignore Balfour’s wisdom at our own peril.

John Oliver Has An Unforgettable New Version Of The ’50 States’ Song

John Oliver has a new version of the “50 States Song,” sung by adorable schoolchildren who want to know — quite explicitly — why Washington, D.C.,  is getting the shaft.

On HBO’s “Last Week Tonight” on Sunday, Oliver took a look at the long and strange history of our capital city’s rights and representation at the federal level. Or, more accurately, lack thereof.

Congress has final say over the city’s rules, regulations and budget and has blocked or interfered with everything from marijuana legalization to needle exchanges. While Washington does has a representative — Eleanor Holmes Norton – she’s not actually allowed to vote on key issues.

Or as Oliver said, “she basically has pretend power,” like a child watching “Dora the Explorer.”

“The people of D.C. clearly deserve a greater voice in their own affairs, and they’ve actually come tantalizingly close to getting a voting representative in Congress,” Oliver said. “In 2009, a bill to give D.C. a vote was introduced in the Senate, and the Senate did the most dickish thing imaginable: passing it, but with a little addition.”

That addition was an amendment that would have repealed all gun-control laws in the city. As a result, the bill was dropped, and D.C. still doesn’t have a vote.

Now, Oliver is calling for full statehood for Washington, D.C., and his plea comes in the form of an unforgettable tune.

Check it out in the clip above.

Observing America: The Commentary of British Visitors to the United States, 1890-1950

Observing America: The Commentary of British Visitors to the United States, 1890-1950

Beginning with Alexis de Tocqueville and Frances Trollope, visitors to America have written some of the most penetrating and, occasionally, scathing commentaries on U.S. politics and culture. Observing America focuses on four of the most insightful British commentators on America between 1890 and 1950. The colorful journalist W.T. Stead championed Anglo-American unity while plunging into reform efforts in Chicago. The versatile writer H.G. Wells fiercely criticized capitalist America but found reason for hope in the administrations of Theodore Roosevelt and Franklin Roosevelt. G.K. Chesterton, one of England s great men of letters, urged Americans to preserve the vestiges of Jeffersonian democracy that he still discerned in the small towns of the heartland. And the influential political theorist and activist Harold Laski assailed the business ethos that he believed dominated the nation, especially after Franklin Roosevelt s death. Robert Frankel examines the New World experiences of these commentators and the books they wrote about America. He also probes similar writings by other prominent observers from the British Isles, including Beatrice Webb, Rudyard Kipling, and George Bernard Shaw. The result is a book that offers keen insights into America s national identity in a time of vast political and cultural change.

Open Letter to Same Sex People Getting Married in Red States

Dear Same-Sex Wedding Participants in Red States:

If you live in one of the 14 states that have to suddenly grant marriage licenses to same sex couples, you may be tightening your tie and singing Old Fashioned Wedding on your way to City Hall. I’d like to help you navigate a few of the issues you may face when you go to get your marriage license. In 2005, my partner and I traveled to Toronto, Ontario to marry — same sex marriage was as new then in Toronto as it will be today in your red state. Many marriage offices will be unprepared. Here are four tips for dealing with the processes and people you may encounter.

Rejoice if your clerk is kind and helpful. Of course you’ll feel a certain trepidation about coming out to your Marriage Court clerk. You may be surprised, then, when you catch a clerk — like we did in Toronto — who is excited to help a bunch of same sex people obtain the full liberty of government benefits. When you get a good one, celebrate them just like you celebrate the union.

Decide who is the “husband” — for the form. To talk to the government, you fill out a form — getting married is no different. Until today, only marriages comprised of a “husband” and a “wife” were eligible to fill out the papers, so the forms will be gender coded. It can be an uncomfortable moment when you’re standing at the clerk’s counter, pen in hand, one looking over the other’s shoulder, and that’s the moment you have to decide which name goes over “husband” and which goes over “wife.” In advance, flip a coin, have a heavy talk, allocate a gender between the top and the bottom. But, work it out on the way. Our clerk in Toronto picked for us, and I still disagree with his choice.

If you get a bad clerk, take a minute…. You may encounter a nasty clerk. Don’t jump to the conclusion that the nastiness comes from hate — he might be an indifferent government worker. Just this year, at a city hall “gay” wedding, we encountered a cranky clerk and an imperious officiant — in San Francisco. It’s not always bigotry — sometimes, it’s just bad manners. You should still push back, but on their conduct, not their motives.

Make Your Own Choice. You may get a bona fide homophobe, hissing, “You want to get married to each other?” Of course, if the clerk refuses to issue a license or an oath, call Lambda or your own lawyer and raise some hell. But, what if the knuckle-dragger starts the licensing process — with contempt? Should you stay and suffer? Or should you walk away, find another city hall, another clerk, another day? The answer is not as clear today as it was before Justice Kennedy spoke. When our rights were neither clear nor dependable, you owed it to yourself and our gay and lesbian ancestors to stare down disdain, stand your ground and get that license. But, now, the most powerful ally is on our side — the United States Constitution. Your dignity owes it to no one to take a punch, certainly not from a bureaucrat using the power of the counter to ruin your day – after all, you’re a human, a taxpayer, an adult and a fiancé. Those of us who came before you brought an edge of defiance on an undercurrent of rage to our ceremonies. Today, it is so ordered that you can feel the same jitters and excitement and doubts as every other bride or groom without the political angst. Victorian Wedding Dress In The United States: A History Through Paper Dolls

Victorian Wedding Dress In The United States: A History Through Paper Dolls

The American obsession with weddings and wedding gowns is evident at least as early as 1850, when the March issue of Godey’s Lady’s Book included a colored plate in its feature on bridal dress. Yet brides who feed the nation’s current obsession to the tune of more than 0 billion annually may be astonished to learn how much things have changed. Fashion illustrator Norma Lu Meehan and costume curator Mei Campbell draw upon collections at the Northern Indiana Center for History and the Museum of Texas Tech University to illuminate the evolution of wedding dress in the United States from 1859 to 1899. This exquisitely illustrated work situates the white wedding dress and current perceptions of tradition within a surprisingly varied and colorful history.FROM THE BOOKWhen Americans think of Victorian wedding dress . . . we recall antique photographs and tintypes, possibly family heirlooms or those we’ve seen in museums. Though these images, like the gowns on these pages, certainly do not reflect the breadth of American cultural custom and practice, even in that era, they do reveal how much of mainstream America—particularly a rising middle class—saw itself and how it aspired to be seen. We can begin to understand how an increasingly affluent America became smitten with a British queen and with a fashion phenomenon that over the next century would become an economic and cultural force beyond imagining.

What It Means to Be the Daughter of a United States Marine

I am the oldest daughter of a United States Marine. Born in the Pink Doctor Building during the final years of a Cold War conflict we did not win, I learned to walk on Honolulu’s sandy beaches, waving to the improbable sky hippopotamus that hovered over the sea behind my base house, its tandem rotors thumping rhythms I felt in my bones, its lights flashing red and green, port and starboard, my father’s way of signaling his love to my mother and me as we collected blue glass balls that washed up on our beach. The glass balls, my father said, once floated fishing nets in far-away Japan.

My father, USMC Captain Theodore Thomas Long, Jr., piloted CH-46 Sea Knights during the final gasps of the Vietnam War. He earned his nickname, “Machine Gun,” when he asked his CO to transfer him from an assault squadron to a unit that flew medical rescue missions. Anybody who knew my father knows he could not have flown a gunship. He was not that kind of guy — he was the kind of guy who wept every time he read the ending of A Tale of Two Cities, who sang “When You Walk through a Storm” so clear and sweet it gave you goose bumps.

My father joined the ROTC in college, where he majored in Political Science. Dad started his thesis with the intention of defending the Vietnam War and the United States’ role in it. Upon researching the subject, he concluded that the war was indefensible. Then he graduated and went to fly helicopters in Vietnam anyway, because that’s what you do when you love your country: you support it, right or wrong. And my Dad, the fatherless liberal Democrat Mormon boy from Utah, loved America.

Here is what it means to be the daughter of a United States Marine who served in Vietnam. Your first word is “jet” (“No, helicopter! Helicopter!” my Dad would say). You belt out, “From the halls of Montezuma to the shores of Tripoli” while the other kids are singing “Twinkle, Twinkle, Little Star.” You are never, ever allowed to say the word “Army.” When you forget to do your chores, your Dad yells, “Drop and give me 20,” and you do. On Sundays, the only movies you can watch are the following: Patton, The Great Escape, Victory at Sea, and Chariots of Fire. But mostly Patton. You and your siblings can reenact the entire film.

In sixth grade, on your dad’s advice, you read The Iliad, holding your breath: “Sing, goddess, the wrath of Achilles.” In high school, you have your first crush on Lawrence of Arabia and begin to contemplate the oxymoronic problem of heroism in the Modern Age. You learn what the word ambiguous means. You learn that things are not black and white. You learn to love America anyway.

In 1991, when you are home on break from college, driving with your dad, who has just been diagnosed with acute myelogenous leukemia (a war he will not win), you find your way blocked by barricades, a parade with tanks and ticker tape to honor heroes of the Gulf War. Your Dad starts to cry. “They spit on me,” he says. “When I came home, they spit on me.”

Here is what it means to be the daughter of a United States Marine who served in Vietnam. When your father dies at age 50, they bury him near Hill Air Force Base, in the shadow of mountains, beneath the flight path. A bugler plays “Taps.” The guns salute. They hand your mom a folded flag. You don’t know whether the cancer that killed him was part of a cluster that afflicted Vietnam pilots, or whether it was because he was born in Reno, Nevada in 1944, or whether it was just one of those things.

You love America anyway. Dulce et decorum est pro patria mori.

Bill Maher Blasts Fear-Mongering Over ISIS: ‘United States Of Pants-Shitters’ Should Be More Afraid Of Monsanto

Bill Maher took on America’s latest march to war during the final minutes of “Real Time” on Friday, arguing that the fear of ISIS has been blown out of proportion. “They’re selling terror and boy are we buying,” he jabbed.

After calling out conservative war hawks like Lindsey Graham, “the Senate’s own Blanche DuBois,” Maher made a provocative point about why the disturbing videos of journalists being beheaded by ISIS don’t justify the fear most Americans are feeling. Saying he admires the courage of the journalists who were killed, he noted, “When you choose to live among cut throats, you might get your throat cut. Do Americans living here really think they’re going to be next?”

Maher then went on to argue that a more direct threat to the lives of Americans is Monsanto, another group with a name that’s “simultaneously cool-sounding and stands for pure evil.”

“Real Time With Bill Maher” airs Fridays at 10:00 p.m. ET on HBO.

Sister States, Enemy States

Sister States, Enemy States

The fifteenth and sixteenth states to join the United States of America, Kentucky and Tennessee were cut from a common cloth — the rich region of the Ohio River Valley. Abounding with mountainous regions and fertile farmlands, these two slaveholding states were as closely tied to one another, both culturally and economically, as they were to the rest of the South. Yet when the Civil War erupted, Tennessee chose to secede while Kentucky remained part of the Union. The residents of Kentucky and Tennessee felt the full impact of the fighting as warring armies crossed back and forth across their borders. Due to Kentucky’s strategic location, both the Union and the Confederacy sought to control it throughout the war, while Tennessee was second only to Virginia in the number of battles fought on its soil. Additionally, loyalties in each state were closely divided between the Union and the Confederacy, making wartime governance — and personal relationships — complex. In Sister States, Enemy States: The Civil War in Kentucky and Tennessee, editors Kent T. Dollar, Larry H. Whiteaker, and W. Calvin Dickinson explore how the war affected these two crucial states, and how they helped change the course of the war. Essays by prominent Civil War historians, including Benjamin Franklin Cooling, Marion Lucas, Tracy McKenzie, and Kenneth Noe, add new depth to aspects of the war not addressed elsewhere. The collection opens by recounting each state’s debate over secession, detailing the divided loyalties in each as well as the overt conflict that simmered in East Tennessee. The editors also spotlight the war’s overlooked participants, including common soldiers, women, refugees, African American soldiers, and guerrilla combatants. The book concludes by analyzing the difficulties these states experienced in putting the war behind them. The stories of Kentucky and Tennessee are a vital part of the larger narrative of the Civil War. Sister States, Enemy States offers fresh insights …

Apple Settles E-book Antitrust Case With States, Consumers

June 17 (Reuters) – Apple Inc reached an out-of-court settlement with U.S. states and other complainants in an e-book price-fixing class action lawsuit on Monday, effectively avoiding a trial in which the iPad maker faced more than $ 800 million in claims.

U.S. District Judge in Manhattan Denise Cote ordered the parties to submit a filing to seek approval of their settlement within 30 days.

The terms of the settlement, which still needs court approval, have not been revealed.

The U.S. Department of Justice sued Apple and five publishers in April 2012, accusing them of working together illegally to increase e-book prices.

Since then, 33 states and U.S. territories have separately sued Apple on behalf of their consumers, while individual consumers in other states and territories filed a class action lawsuit.

The complainants are seeking up to $ 840 million in damages for e-book customers. The exact amount of damages was to be litigated at a trial scheduled for July 14.

The publishers – Hachette Book Group, HarperCollins Publishers, Penguin Group (USA) Inc, Macmillan and Simon & Schuster Inc, previously agreed to pay more than $ 166 million to settle related antitrust charges.

Last July, a federal court found Apple liable for colluding with the publishers after a separate non-jury trial in a case brought by the U.S. Department of Justice.

Judge Cote found that Apple took part in a price-fixing conspiracy to fight online retailer Amazon.com Inc’s dominance in the e-book market.

Apple is appealing that decision and Monday’s settlement is contingent on the outcome of that appeal.

“As set forth in the memorandum of understanding, any payment to be made by Apple under the settlement agreement will be contingent on the outcome of that appeal,” Steve Berman of Hagens Berman Sobol Shapiro, the plaintiffs’ lead lawyer, wrote in a letter to the judge.

Berman declined to comment on the settlement until the final papers are filed. Kristin Huguet, a spokeswoman for Apple, also declined to comment on the settlement.

The cases are in the U.S. District Court for the Southern District of New York, case no: 11-md-2293 and 12-cv-03394. (Reporting by Supriya Kurane in Bangalore; Editing by Gopakumar Warrier)
